This is where the International Automotive Logistics (IAL) Honolulu Vehicle Processing Center (Hawaii VPC) receives and releases data. This is the primary POV submission process for DoD.
International Auto Logistics COVID updates require masks to be worn when conducting business at the facility and only service members are allowed on the premises.
IAL has estimated transit time (delivery time - they should issue your POV after this). This may be longer than average due to the COVID-19 reduction in transportation in Hawaii.

The Matson Vehicle Processing Center (VPC) is located on Sand Island at the Matson Terminal, Pier 51-B, 1411 Sand Island Entrance. Appointments must be made prior to arrival or departure. Phone VPC at (808) 848-8383. The Tripler Army website has more information on POV shipping.
Note the estimated transit time of 37 days so far from the East Coast. However, when I shipped my car from Baltimore, it took 25 days to arrive during the low season.

Nonresident active duty military personnel must submit a Nonresident Verification, Form CS-L (MVR) 50* for each registration, renewal, or transfer transaction and the form is available at your military personnel office or department.
DMV Guidance During COVID19. Most DMV (Sputnik) offices are open by appointment only, and Safeway and Foodland stores across Oahu have several kiosks for renewals. You can pay and print a new registration card at the kiosk. See the full list of locations here.
Registering your vehicle in Hawaii is now "free for future car weight active duties". The changes were made in 2017 due to the large number of abandoned vehicles.
Make sure you are not using the wrong residency form when registering. Unit S-1s can receive new uniforms at the US Army Garrison-Hawaii Uniform Center. For questions about obtaining the form, call 808-656-0334.

Filing a Transfer Claim (Statement of Claim) for HHGs? This must be done within 2 years of receiving your HHG. Items damaged on delivery (Loss and Damage Report) must be reported within the first 75 days of delivery. Here are the DPS guidelines for filing a claim for lost or damaged items.
As you provide it, the DPS application and below is the information you need before you sit down and do it.
Tip: Take a photo of each damaged item and include the # in the list box. You will need this number to claim each item, or you will have to go back through the claim form # Tip: When starting your first claim at DPS, first enter the Government Claim Form # and repeat the other fields that appear. Tip: Click "Save" after adding a photo to your claim. Then click on the "Add" button because it is not easy how to add more photos. The Joint Personnel Property Transportation Office (JPPSO) is the inbound and outbound transportation for all service branches and DOD civilians located on Oahu.
Vehicle movement is determined by move.mil. Once you get your driving training, you can access your driving through the app. You'll see the first four of these as separate pickups in DPS.
The Defense Personal Property Program, or DP3, will be administered by the U.S. Transportation Command beginning in fall 2020. Improvements to the Move.mil and DPS systems are coming, so that's good news.
